my papers were drawn up in august but not signed until november.  in the papers it stated that child support would start in october but because my ex delayed her attorney in filing the papers because of non-payment of legal fees, the judge didn't sign until november.

do i owe for october since the judge didn't sign until november, or does it start in november?

please help.

Yes. If the agreement states when child support takes effect, that date governs. It doesn't matter that it was later that the judge actually signed the decree.

I hope I'm misunderstanding that you don't want to pay for YOUR child(ren).  The child still had to have a bed, food, electricity, bath,heat,clean clothes etc..in October, right?
