Beats me. My guess would be that if a case gets placed on the inactive docket, at least one of the parties would have to move the court to return it to active status, and I suspect provide the court with evidence why that's appropriate. Your lawyer can tell you much more than I can, because your lawyer will be familiar with the customs and expectations in this court.
