I have been divorced for 5 years but I am still dealing with debt and credit issues because my Ex did not pay the debt the divorce decree said he was responsible for.  This included he having a lapse of insurance on his truck in which my name was still on.  Therefore in over 5 years those penalties are now over $3000 and MVA is coming after me for them.  I've gone to the court house to see how to file a contempt order against him due to this debt, but was told since this does not involve child support or alimony there really isn't much the courts can do.

Should I just give up?

I think what the person at the court was telling you is that they don't have established procedures to take the initiative for you to collect this debt the way they would if there were a child support arrearage. However, a divorce lawyer can always file an enforcement action against your Ex. The only question you will have to answer is whether it's worth risking the fee for the lawyer against the possibility that you may not be able to squeeze any blood out of the turnip.

as someone who has never collected a penny of any money awarded in the divorce decree - debt payments, 1/2 child's medical not covered by insurance, or child support - I was told that basically I can file the enforcement action against him;  that I would have to pay all attorney's fees for doing it; that I would probably never collect anything still; but - it would give me leverage if he ever say won the lottery or he died before me - then I could pursue to have those judgements levied against his estate (ha ha)

I wouldn't say "give up" but there does come a time you have to cut your losses and take care of it yourself.
