I cannot figure out why it is so difficult to enforce an existing agreement?..or, why it was so hard to obtain one in the first place??!!!  Honestly, I feel that if I understood why it is the way it is, maybe I wouldn't be so angry :-)  I am SICK of hearing, "Get an attorney".  MOST people cannot afford an attorney.  Even if I could, why would I want to take $10,000 more out of my childrens' lives to simply make their father (well, attempt to make...) do as ordered?  And, when the Judge signs the IWO but the ex avoids being served to the point that it is returned??!!!...and I'm supposed to just keep pouring money in to the system to simply have him comply??!!!!  All in all, my ex does things that he knows he can ultimately get away with.  He has made me drive all the way to pick up my children (we live 4 states apart & the agreement says we meet in the middle) and he is late on child support and 1/2 medical pyts but he'll catch up every 3-4 months or so because he knows that as long as he pays before we go in front of the Judge, he'll get away with it.  I live out of state so I don't quality for "assistance" from AL DHR.  ALL I WANT IS FOR CHILD SUPPORT TO BE WITHHELD FROM HIS PAYROLL & FOR HIM TO MEET WHERE WE ARE SUPPOSED TO MEET EACH TIME!!!!!  HOWEVER, AFTER $7,000 FOR AN ATTY AND 1.5YRS LATER, NO SUCH LUCK....... Huh

most states have reciprocal agreements which means that if you live in (example) Arizona and the divorce occured in Alabama ( as you indicated you don't qualify for help from AL DHR) if you apply with the Arizona DHR, they will help enforce the IWO.

I work as an accountant and several times I have had to deduct child support payments from our employees' pay. I have deducted in Alabama, IWO's from Maine, Wisconsin, Georgia, and somewhere else I can't remember now. For example for the Maine IWO, I received the paperwork from the Maine DHR. After Maine DHR found out he worked for us, I received 2 phone calls, a fax and several copies of the IWO mailed to our office.

I suggest you contact your local DHR and see what you can do that way.
